What started out as a student project is now a popular 4 volume publication. Inspired by the original idea by bar top notcher and bar reviewer Prof. Abelardo Domondon that the bar exams has a "pattern," the Lex Pareto Notes is based on the "Pareto Principle" laid down in the late 1800s by Italian Economist Vilfredo Pareto and popularized by Dr. Joseph Juran in 1941. In 2006 the Pareto principle is once again popularized in legal circles as it's application is found in the preparation for the bar exams.

The four volume work contains, graphs, statistics on how many times a question has been asked on a particular article. It will point out the applicability of the Pareto law in the bar exam questions. It also discusses the doctrines that were asked in the bar exams. The first four volumes corresponds to the subjects that will be given for the 4 Sundays of the bar exams. Volume 1 will be on Political law and Labor law. Volume 2 will be on Civil law and TAXATION. Volume 3 will be about Mercantile law and Criminal law while Volume 4 will be on Remedial law and Legal Ethics and Practical exercises.

So what is the Lex Pareto notes and what is the Pareto principle ? How does this apply to the preparations for the bar exams ?

A famous bar reviewer once said, that only 25 % of the articles in the Civil code are going to be asked in the bar exams. The rest of the 75 % will never be asked or if they will be, they will seldom be asked. He quipped “Magiging ka tawa-tawa ang bar exam pag kinuha sa 75 % sa civil code ang mga questions.”

Prof. Ablerado Domdon said that one of the reason why he topped the bar exams is because he studied the previous bar exam questions and saw a “pattern” in the questions that are being asked. Other bar topnotchers can also attest to this fact. Prof. Domondon is one of the original and strongest proponent of the pattern approach in the reviewing for the bar exams.

This is what the Lex Pareto Notes is all about. The Lex Pareto Notes is based on the foundation laid down by Italian economist Vilfredo Pareto. If Pareto were alive today he could say that 20 % of the law are the questions that will most likely be asked in the bar exams, while approximately 80 % of it will rarely be asked or never asked at all.

The Pareto principle was originally used and applied by Pareto in his economic models. It was Dr. Joseph Juran who found a “universal” application for the Pareto principle. He can also be credit as being the one who coined the phrase “Pareto principle” or the “Vital few, trivial many” principle.

The 80/20 Rule means that in everything there is a “vital a few” (20 percent) that results in the “trivial many” (80 percent) For Pareto it meant 20 percent of the people owned 80 percent of the wealth. In Juran's work he identified 20 percent of the defects causing 80 percent of the problems Project managers know that about 20 percent of the work consume 80 percent of time and resources. 80 percent of company sales will come from 20 percent of the sales people. 20 percent of the employee will cause 80 percent of the problems. The 80/20 Rule applies to almost anything, from management to science. So why can’t we apply it in preparations for the bar exam?

Zigfred Maceren Diaz together with his classmates started the Lex Pareto Notes during their senior year in the college of law at Southwestern University. His college freshman and sophomore years were spent at the college of engineering at the University of Sto Tomas in Manila. Later on he transferred to the Cebu Institute of Technology and graduated with a degree in Industrial Engineering. He finished his elementary and high school at Bob Hughes Christian academy and graduated as the most outstanding student of the batch. He is currently the Vice president for Operations for the Diaz group of companies, a group of family owned companies with business interest in Funeral servicing, casket manufacturing, funeral supplies, Memorial care and education. He is also into private practice with the Law offices of Loon & Diaz, and is also currently teaching law subjects at the Southwestern University School of law and the Cebu Institute of Technology. He is also a bar exam coach at the Jurists Bar Review Center.

He is a member of The Bible Baptist Church of Cebu City. With His God given ability to lead, he has been a youth leader for several years in the youth department of his church and is occasionally a featured speaker in various religious radio programs and churches across the country. His current studies involved pursuing an integrated program for a Masters Degree in Divinity and Doctorate in Ministry with the Trinity Graduate School of Theology and Apologetics.

Zigfred is the son of Engineer Nolan Diaz and Dra. Arlene Diaz. He is happily married to Zenith Gerodias, a licensed Social worker and a teacher. Together with their son, Zed Avalon Diaz they are currently residing at Talisay City, Cebu.

Al Rey Igot Ouano is the son of Engr. Oscar Perez Ouano and Dr. Corazon Igot Ouano. He reviewed in Jurist review located in Las Pinas Metro Manila. He was a graduate of law of Southwestern University. He is the eldest of five boys namely Michael Czar, Philip Charles, Pierre and Oscar Jr. He finished his elementary education at St. Alphonsus Catholic School and his high school at the Don Bosco Missionary Seminary. He got his degree in Bachelor of Science in Biology at Velez College. Initially, after graduation he decided to become a doctor at Cebu Doctors College of Medicine and took up medicine but later on decided to take up law instead. Currently, He is currently connected with the Public Attorney’s Office in Cebu City. He current address is, 2nd floor of Our Lady of the Rule Hospital, 2085 Humay-humay Street Lapu-lapu City, Pajo. Cebu City Philippines.

Louella Arreglo Matsumoto graduated from law school at the Southwestern University on 2006. On the same year, she took and passed the bar examinations. Louella hails from Mandaue City, Cebu. She finished her elementary and high school education at the Colegio de la Inmaculada Concepcion. She obtained her B.S. degree in Industrial Engineering at the University of San Carlos. She was employed as the Production Planning and Inventory Control Section Head of a PEZA-registered Japanese manufacturing company in Mactan. Subsequently, she left for Japan where she acquired her written and oral proficiency in the Japanese language through a two-year intensive Japanese Language course. She passed the 1996 Japanese Language Proficiency Test - Level 1 held in Tokyo. After returning home to the Philippines, she worked at the Consular Office of Japan in Cebu.

She was interviewed for a Japanese daily newspaper to relate her personal experience in taking the bar examinations. She believes that when you wholeheartedly trust and remember the Lord in everything you do, He will surely show you the way.

“Loi”, as she is fondly called by her family and friends, is the daughter of Pedro Arreglo and Celestina Alivio Arreglo. She is happily married to Shigeki Matsumoto. Currently they are staying in a Spanish-speaking country in Central America to in a volunteer work mission. They will be back in Cebu sometime late 2008.

Maria Salud Dionaldo Barillo, is a law graduate of Southwestern University, Cebu City, Philippines. The word “Salud” means health or healthy in Spanish. Salud hails from Guihulngan, Oriental Negros. She is the youngest daughter of Judge Hector Barillo and Mrs. Victoria Dionaldo Barillo. She finished her Elementary at Guihulngan South Central School and her High School at St. Paul’s University in Dumaguete City. She spent her college days at Cebu Doctors’ University.

“Salud” as she is commonly called is currently residing at Guadalupe, Cebu City. She is a member of Jesus Restoration Ministries. This lady is now a licensed Medical Technologist, who desires to make a difference in the field of law having righteousness and justice as her guiding principle. She believes that God is the Supreme Judge who will ultimately bring justice to all. “My flesh and my heart may fail, but God is the strength of my heart and my portion forever.” - (Proverbs 18:15)

Danell Maravillas Fernandez is the eldest among the other siblings of Julius and Lourdes Fernandez. He was originally from Vallehermoso, Oriental Negros and it is there where he took his elementary education. When he was in 3rd year high school at Colegio de Sto. Tomas Recoletos at San Carlos City, Negros Occidental, he decided to enter the seminary of the Order of the Augustinian Recollects. Upon finishing college with the degree of Bachelor of Arts in Philosophy at Casiciaco Recoletos Seminary at Baguio City, it dawned on him that priesthood was not for him so he changed course. He then pursued Bachelor of Laws at Silliman University at Dumaguete City but finished said degree at Southwestern University at Cebu City on 2006. Now married, he is currently living with his son, aged 4 months, Linus Ven and wife Ma. Kristina at Bayawan City, Negros Oriental.

Nolito Morales Dayanan was born and raised in Davao Oriental. He finished his elementary education at the Carcar (Cebu) elementary school. His high school education was completed at Our Lady’s academy in his hometown. He decided to enroll in seminary and spent 3 years at the San Carlos Seminary college. For personal reasons, he decided to pursue his studies at the University of San Carlos and graduated with a degree in AB Philosophy.

“Nholie” as his friends call him is an avid chess player. He is a silver medalist in the 2004, 2005 SIGLAKAS. (SWU intramurals) He is an active member of several school organizations such as the Bar operations, Mock bar committee and the Lex review committee. He also had opportunity to serve as chairman of the Lex review committee. Currently he is the coordinator of Jurists Bar Review Center - Cebu

Maria Patricia Katrina De Guia - Trish’s life has always been a fusion of passion, philosophy and religion in its purest form. Taoism, Christianity and existentialism all lived to the fullest in a single lifetime. Through it all, she describes herself as a work in progress, always in quest for new things to learn and ways to grow. She considers this life as her school as its experiences taught her many valuable lessons. At present she is currently a partner at the law firm of Pallera Tobias & De Guia and at the same time managing her own business.

Helenytte Yu hails from Roxas City Capiz, she managing her own business at the same time through the help of her parents Hernan a businessman and Haydee a registered nurse. She studied at University of Perpetual-DALTA but completed her law degree at Philippine Law School in Pasay City for personal reasons. She took up Bachelor of Arts major in Political Science at De La Salle University-Dasmarinas as a preparatory course.

She is serving as the Regional Director in Visayas for the Filipino Chinese Catholic Youth for four years now and is an active member of Filipino Chinese Catholic Young Adult, a Filipino-Chinese Religious organization focused.

Whether we agree or not, we live in a world of order. Our world follows a set of rules and principles. The sun and moon just does not rise and set randomly, it follows a certain pattern. Seasons goes through certain cycles. What goes up must come down, and for every action there is always an equal and opposite reaction. Even how chaotic a system might be, there is always a certain "order" to it. Einstein's quote above is often paraphrased as "God does not play dice with the universe"

To recognize the existence of such patterns and to make use of them will be certainly to our advantage.

In our study of law it cannot be denied that the preparations for the bar exams is given primordial concern. Preparing for the bar is not an easy task. Wouldn't it be great if we would know in advance what particular article or subject area we should study? Is it even possible to know this?

The answer may be a yes or no. The science of probability and statistics is not an exact science. However it more or less gives us a general idea on things on what would be, though not what should be.

For this reason we have developed the Lex Pareto notes through the inspiration of Prof. Abelardo Domondon. The Lex Pareto notes is the most unique and one of its kind law reviewer in the market today. It is also one of the few reviewers that is designed for the convenience of the student and the bar reviewee. The reason for such is that we have personally used the Pareto notes before we took the bar exams. In fact most of the authors and I myself can personally attest that the Lex Pareto Notes is the only main review material we read during the pre-week.

Though it's original design is for the "pre-week" it can be used during the pre-month as well, side by side with your main reviewers. It is even useful for all law students from 1st year to 4th year, since it will serve as a guide as to what specific codal provisions should be mastered as these has been asked repeatedly in the bar exams.

Our greatest joy is not derived from the monetary gains that we may get from our work nor is it from the honor and distinction of being its authors. Our greatest joy comes from those who will inform us how the Lex Pareto Notes has made a difference in the way they have studied and as a result has passed or even top the bar exams.
